Pontiac council report - Dragway’s neighbours complain about noise

The regular council meeting of 12 July 2005 was well attended by about 40 residents. Councillor Jim Coyle was absent.
Public input
Council approved the Luskville Dragway’s permit at a special meeting on June 22. Marcelle Chabot, Marie-France Corriveau and Paulette Lamoureux spoke for a large group complaining about noise from the Dragway and from spectators leaving the site on Friday and Saturday nights, apparently contravening the noise bylaw which sets 9 pm as the latest time for loud activities. Some local youth are using the track unsupervised, which surprised councillors. Mme Chabot asked, “Will the population within 5 km be consulted?”
Councillors say that the economic spinoff from the Dragway is very important for the local economy. Councillor Bill Twolan explained that the Dragway has been operating since 1969 and may have acquired rights. Bruno Alary pointed out that the “jet” cars used today are much noisier and there are more spectators than in the past. The Dragway is now affiliated with the National Hot Rod Association. The municipal lawyer will check if the Dragway conforms to bylaws.
A group from the Lavigne road area handed in a petition asking for play equipment for their park. This will go in the Recreation committee’s budget for next year.
Madeleine Carpentier again tried to get council to order a drainage study for range 8, Eardley township that she has been complaining about since 1993. She handed in three letters to each member of council and the secretary-treasurer. This subject will be discussed at the meeting in August.
Leonard Lloyd listed complaints about the state of various roads in Quyon, the dangerous intersection at Egan and highway 148, speeding in Quyon, and high grass along 5th concession.
Frédéric Hamon complained about dust on Elm road, and Carmen Latourelle has a problem with drainage on Bingley road, off de la Rivière.
June bills to pay
Invoices amounting to $114,206 and fixed expenses of $304,298 were approved.
Council authorized the secretary-treasurer to proceed with the sale of eight properties where the taxes have not been paid. These include two lots in Quyon, two in Onslow and four in Eardley township.
At a special meeting on June 29, council resolved to issue over $3 million worth of bonds for 5 years to finance borrowing bylaw 03-03 for the Quyon sewage system.
A street light will be installed at the corner of Cartel and highway 148 for $1,958.
A rental agreement with Gerald McKenny for the weigh-scale on Lac-des-loups was renewed for $1. Mr McKenny has to give up the scale if the municipality wants it, and must allow other authorized contractors to use the scale.
Housing development
Building permits amounting to $2.4 million were issued in June, including construction of 12 new houses.
Four requests for cadaster were approved for Michel Robert, Roy Nugent, John Reither and Patricia Tessier. Yvon Ménard received council’s support in his request to the CPTAQ to build a house on land in the agricultural zone.
