Pontiac council report - paving to be corrected before payment

A large number of members of the public attended and nine asked questions at the council meeting on April 8, 2008, which lasted nearly three hours.
Stan Davis was concerned about the quality of paving carried out last year. Council has requested an independent report including core sampling. Any faults must be corrected before payment is made. The inspection will be made after May 15 when the thaw is over. Kevin Mansey and Carl Hager requested more paving on Crégheur and River roads.
Danielle Labelle Cousineau, J.L. Parizeau and Guylaine La Salle asked about ditches on Marquis and Maple. The snow came before ditching was carried out. It will now be done in May or June.
Paving, roads
The director of public works will be asked to prepare a list of work required and the cost of having the surface of Crégheur road prepared and paved as far as the intersection of Lusk crescent.
$40,000 worth of calcium will be purchased to reduce dust on unpaved roads.
The director of public works is authorized to buy up to $15,000 worth of gravel for use on roads during the spring thaw and to rent a mechanical sweeper for $7,000.
Estimates are requested for street lights at Dubois and Marquis intersections with Maple.
The director general is authorized to request $40,000 as a part of the Ministry of natural resources program – phase II (CRÉO) for the Pontiac (bicycle) trail.
Money matters
Bills for $24,290 and fixed expenses of $204,987 for March were approved.
Pierre Morimanno’s offer for architect’s services was accepted, ($140 an hour, maximum $7,200) for sketches of possible improvements and an extension to the town hall.
The municipality accepted the 2007 financial statements of the Pontiac OMH (municipal housing) showing revenues of $40,554 and expenses of $105,885. The municipal share of the deficit is 10%, $6,533.
The 2007 municipal audit from Céline Gauthier CGA cost $6,750 plus taxes.
Engineer’s plans will be requested for the extension of the municipal water and sewer system to the Quyon Lions’ Hall and to the Quyon ballpark washroom.
The municipality will have water quality tests done from the piezometer on the Myral site (illegal dump) for a maximum of $3500.
The municipality will reimburse $3000 to Kevin Brady and Sheila McCrindle who carried out work on Pilon road in 2007, under the impression that it was a private road.
Council will grant $250 to the Pontiac Lions Novice A Hockey Club which has five players from the municipality
Council was split 4:4 on a bylaw proposed by Mayor Eddie McCann to pay an additional $50 per month to the deputy mayor, and $50 per committee meeting for council members (maximum 12 per year), so it did not pass. The mayor’s salary ($27,000) and that of councillors ($9000) would have been unchanged.
Fire Department
A resolution was adopted to pay for the Firefighter I training course taken in 2007, without previous approval from council, by firefighters Stéphane Tremblay, Mario Allen, Kevin Mansey, and Pierre-Louis Chartrand. Councillor McKenny voted against and Councillor Middlemiss had left the meeting.
It was also agreed that firefighters should have an annual clothing allowance of up to $100.
Town planning and zoning
Raymond Gougeon takes over Brian Middlemiss’s seat on the CCU (town planning committee).
Marie-Cine Renaud, Inès Pontiroli, Marie-Claude Pineau and Dany Parisé are accepted by council as new members of the CCU for a two year term.
Council supported André Philippe’s request to recognize the existing situation by subdividing a lot at 116, chemin des Trappeurs to make a new 1 ha lot.
Council supported Elisabeth Rolston’s request to the CPTAQ to build a single family dwelling on 0.3 ha farm land at 1623, Route 148, and Bill Twolan’s request to build a single family dwelling on 1.2 ha of farm land at 25 Elm.
The municipality will invite tenders from at least 3 engineering firms for a hydrogeological study in the sector south of ch. Braun.

The next regular meeting will be on 13 May at 8 pm.
