Pontiac council report - bins for bags

Only about 12 members of the public attended the first council meeting of 2009, held on 20 January.
Public input:
Jean-Claude Carisse asked whether the dump had closed the previous day as scheduled. Mayor Eddie McCann said, No, Charlotte L'Écuyer MNA has announced an extension of 9 months, while the possibility of a dump at Danford Lake is decided.
M. Carisse also suggested that the municipal website needs updating, and the French should be corrected. There is money in the budget for this.
Roméo Bélisle, representing the 200 members of the Golden Eagle Club, suggested that the municipality should purchase land at the end of Sapinière road to build a municipal boat ramp. He pointed out there is no public river access between Aylmer and Quyon.
Guy Bilodeau asked that road associations should be allowed to spend 1% of their budgets on administration costs. The bylaw requires that all grants are spent on roads only. Mayor McCann suggested that associations should hold BBQs or other events to raise funds for office expenses.
New employee
Council accepted the recommendations of the selection committee to nominate Mme. Gail Vaillancourt as director of technical services.
New committee members
Mayor McCann announced the following changes to committees, many of which now have one councillor in charge:
Pro-mayor, Administration and finances, Public Security, and Planning advisory committee (CCU): Jean Amyotte.
Recreation and culture: Garry Dagenais (Raymond Gougeon, Brian Middlemiss).
Tolerance roads and special projects: Raymond Gougeon (Jim Coyle, Eddie McCann).
Water, sewers, social housing: Harold McKenny.
Environment (garbage): Lawrence Tracey.
Public works (road network): Jim Coyle.
Port Authority (docks): Jim Coyle (Raymond Gougeon, Garry Dagenais).
Public works (municipal buildings, infrastructure and road vehicles): Brian Middlemiss.
Du Marquis, signs, sewage connections
The acting municipal inspector will be asked to determine the levels, prepare a corrective plan and produce an estimate to resolve water flow problems in the ditches on chemin du Marquis. Carried by majority, 4:2.
MTQs approval will be requested to install more informative street signs at the intersections of Crégheur/Tremblay roads and du Village/Hôtel de Ville roads with highway 148. The municipality will pay up to $1,500 to purchase and install these signs.
A bylaw was passed describing the procedure for making new connections to the sewage system in Quyon.
Garbage bags must be in a bin for pickup
Mountainview Turf will be asked to provide the addresses where citizens are not placing their garbage bags in a bin. A notice will sent to the offenders asking them to conform to the regulations. Large wheelie bins are available from the municipal offices for $80.
Operators of quarries or sandpits who transport sand or gravel on municipal roads will have to pay a fee into a reserve fund to pay for maintenance of municipal roads. This is required by the provincial Municipal Powers Act.
Planning
Jolly Egg Farm Inc, 4783 5th Concession would like to build a poultry barn for egg production. They won a contest to help new egg producers, run by the Québec Federation of table egg producers (FPOCQ). Council supports their request to the CPTAQ.
Councillor Jean Amyotte gave notice that he intends to present a by-law concerning boarding or raising animals in residential areas. The minimum lot size for these activities will be set at 5 acres.
Council supported a request to subdivide 10 acres into 6 residential lots at 325 ch de la Baie.
The municipal inspector noticed that specified cleaning work has not been carried out on the S. Legendre garage located at 1866 route 148, following a judgement in Pontiacs favour.
Money matters
Bills for $89,360 and fixed expenses of $481,885 for December were approved.
Other amounts approved:
$ 3,000 for the purchase of cold patch to repair pot holes.
$1,000 for legal advice concerning the status of Curley Lake road by Pontiacs legal advisor, Me Michel Lafrenière.
Grants for Recreation, Culture etc.
The following amounts, recommended by the Recreation, culture and community action committee, were approved by council:
$1,000 to Beechgrove RA,
$13,693.70 to Quyon RA,
$8,900 to Eardley RA,
$5,412 to the Municipality of Shawville (66 Pontiac residents use the Shawville rink for hockey and figure skating),
$500 to the Pontiac Artists Association, (but a majority of council voted against assisting the Pontiac Artists Tour with $250),
$5,000 to the Canadian Legion in Quyon, for work at the Quyon cenotaph site,
$1,500 to the Canada Day Committee,
$1,500 to Luskville Golden Age Club,
$3,000 to Quyon Ensemble,
$3,148.28 to Groupe Action Jeunesse.
