Pontiac council report - Progress on drinking water for Quyon

The first regular meeting of the newly elected council was held on 17 November 2009.
Public input
Ken Stanton asked if a municipal inspector has the right to enter private property. Does the nuisance by-law apply to all zones, including farms? Are complaints considered confidential? The answer to all three questions Yes.
Jean-Claude Carisse asked if the contract between the Pontiac MRC and Tom Orr (for dealing with garbage) jeopardizes the incinerator project. No, there is a clause in the contract that allows him to go to a site closer than Lachute.
Subdivision requests
Council supports the request of Guy Chantigny and Jocelyne Trépanier for a subdivision, creating a new lot 5A-26, range 1, Onslow township (2nd Concession/ Canal area).
Council supports Meredith Stuarts request to create two lots from one at 4277 route 148.
Council supports Holly Evans & Jim Bottomleys request to create a lot at 54 ch. des Pères-Dominicains, in order to join it to an existing lot.
These three requests all comply with zoning and subdivision bylaws.
Farm zone requests
Council supports Serge Dumouchels request to the CPTAQ to build a sheep slaughterhouse at 171 ch. Alary.
Council supports Elisabeth R. Rolstons request to the CPTAQ to build a single family dwelling on a lot at 1623 route 148, which involves adding 1 ha from surrounding lots, all in the farm zone.
Other town planning
Domaine Bellevue Estates request for financial assistance is refused, as it does not comply with the regulations of the tolerance roads financial assistance program, which is for roads that are substandard and cannot be transferred to the municipality in the future.
The director of town planning is authorized to send Serge Legendres file to the municipalitys lawyers to begin procedures:
Mayor Eddie McCann gives notice that a modification of the building bylaw is in preparation that will allow construction of metal secondary buildings, under certain conditions.
Bicycle trail
The Municipality requests $5000 from the Quebec ministry of Transport for a feasibility study of the Pontiac bicycle trail, 50% from the cycling policy program, and 50% from the green parkway program. Councillor Brian Middlemiss votes against the motions.
Snowmobile trails
The Municipality of Pontiac grants the Pontiac Snowmobile Drivers Association Inc. the rights-of-way and road crossings that they request. The snowmobile clubs will be reminded that it is forbidden to drive on municipal sidewalks at all times.
Money matters
Bills for $81,657 and fixed expenses of $568,127 for October were approved.
Other amounts approved:
$14,200 (plus taxes) to Teknika-HBA to prepare a plan for replacement of drinking water and sewage pipes in Quyon.
$6,400 for implementing a concept for municipal signs.
$6,200 to instal a solar-powered light (Pannex Automatic Control Inc.) at the corner of Thérien and route 148.
Authorization to repair fire truck no. 27 for a maximum of $3,500.
$3,000 to clean the sewer line on St-John street as recommended by Michael Proulx.
$2,966.38 (taxes included) to replace the sound system in the Luskville Community centre.
Other matters
The director general is asked to make sure that existing schedules for use of municipal buildings (by groups of residents for example) are respected when planning the municipality's requirements for public meetings, training sessions, etc.
Marc Lavigne is appointed responsible for water courses in the Municipality of Pontiac.
