Pontiac council report - sand bar still blocking docks

The regular Pontiac council meeting was held on 11 October 2011, with only about 10 members of the public in attendance.
Legal action
Files on 97 Cedarvale and 169 des Pêcheurs will be sent to the municipal lawyers for proceedings. In each case unauthorized building work has been carried out which has not been corrected despite extra time being given. Councillor Roger Larose voted against both proposals.
Eight bad debts ranging from $20 to over $3000 and totalling nearly $7000 were written off; the cost to recover these sums being greater than the debt.
Fire department
The municipality appoints the mayor, director general, fire chief, pro-mayor and ward 4 councillor to the fire committee to work on an agreement with the Pontiac Firefighters Association.
Town planning
The final reading of the bylaw to prohibit the usage C6, recycling automobiles, from farm zone 40, and include it instead in zone 41, the industrial park, was passed, with Councillor Brian Middlemiss voting against.
Kevin Crombie wishes to combine 63 and 71 ch du Village into one lot, which Council approved.
Requests to build on farmland
Michel Binette asked council to support his request to the Quebec Commission to protect farmland (CPTAQ), to build a house on farmland at 216 ch des Hauts Vents, lot 2755778.
Alain Larose requests to build on farm land at 1175 ch du Lac-des-Loups (this is 38 ha on both sides of Wolf Lake road, immediately north of route 148). The request states that the municipality is revising its overall plan and wishes to expand the village of Quyon along route 148 to allow new businesses.
Pierre Crévier requests to build a house on 14.6 ha farmland at 1926 route 148. This is south of Crégheur and east of route 148.
The owners of 30 ch Elm, Thomas Tracey and Linda Coleborn, request to join two lots and redivide them more equally, in order to build a house on farmland, next to an existing house.
Roy Nugent requests permission to subdivide part of lot 2682483, (3281 route 148, at ch Parker), into two lots and then join them into one lot. (!) A house is already on this lot. The request states that it “is not favourable for agriculture since it is located in a medium risk mass movement zone.” (Perfect location for a residence?)
As usual, council passed motions to support all requests to the CPTAQ.
Future bylaws
Councillor Inès Pontiroli gave notice that she will introduce a bylaw on a code of ethics for elected officials. Councillor Roger Larose gave notice that he will introduce a bylaw modifying the bylaw on peace and good order, and another one on the use of municipal roads by off-road vehicles.
Municipal docks in Quyon
Access to the floating docks and boat launch in Quyon has been difficult for over a year. Heavy rain on 15 August 2010 formed a sand bar at the mouth of the Quyon river. A firm specialized in dredging and dock anchoring will be retained to analyse requirements, prepare specifications and obtain approval for work from the ministry of Environment.
Money matters
The following amounts were approved:
Invoices for September amounting to $35,127; fixed expenses of $329,698; as well as incurred expenses for October of $34,816 including taxes.
$500 to the Luskville Club de pétanque (similar to boules, bocce, or bowls) to build a storage chest for equipment at the Luskville park.
$350 to Ergo Santé for a walker and $20.47 for parts for walkers, from the Kelly Fund. (Mrs Cécilia Smith is thanked for donating two walkers to the Kelly Fund.)
